Entitled Land Company (ELC) is a Los Angeles–based real estate development and investment firm that delivers entitled land without tying up capital. We focus on disciplined, entitlement-first execution to produce institutional-quality residential, mixed-use, and select industrial and medical opportunities in high-barrier California markets.

ELC’s leadership brings deep expertise in land use, real estate law, development, acquisitions, and capital markets. Our team has collectively led, structured, or advised on more than $20 billion of real estate development and investment projects, with repeat experience in entitlement execution, acquisition structuring, and feasibility analysis.
Our Strategy
Our strategy is centered on entitlement-driven value creation. We leverage state and local streamlining tools and zoning frameworks to reposition sites for higher and better use while reducing regulatory execution risk and compressing development timelines. Our entitle-to-suit approach aligns scope, feasibility, and design assumptions with institutional builder requirements to deliver development-ready assets that are both marketable and buildable.
Our Role
ELC functions as an off-balance-sheet entitlement partner to institutional developers and builders. By assuming entitlement complexity and pre-development risk, we enable partners to deploy capital later in the project lifecycle, preserve balance sheet flexibility, and focus resources on construction and operations. This structure provides entitlement certainty and speed to market without requiring partners to internalize early-stage regulatory exposure.
Our Approach
We evaluate land value through the regulatory, political, and economic forces that govern development outcomes and constrain supply.
